I also communicated to the Council the official statement recently put before them by the Acting Surveyor General, Mr Boulter, as to the actual water supply consequent on the improvement in the Pokfulam conduit, the reservoir and filter beds. The fact that our present system gives an average quantity of 14½ gallons per head of inhabitants per day during the wet season and 15¾ gallons during the dry season, exclusive of various private sources of supply, gave general satisfaction.

I must not conceal from Your Lordship the fact that Mr Johnson and Mr Ryrie, as well as other members of the Council, are of opinion that Mr Price's water supply projects are not needed and are too costly. The Chinese do not like Mr Price's schemes either; and they have urged upon our consideration that a great deal of water is wasted by the faulty system of house supply; that the Government would do good by adjusting the supply more equitably and suing that it...
